This unusual metal tool, measuring about 4.5 inches long, is an old-style rubber hose clamp. It was commonly made from nickel- or chrome-plated steel and was designed to temporarily pinch flexible tubing closed without cutting or damaging it.
The sliding ring mechanism pulls the jaws together when pressed, creating pressure on a hose rather than acting like scissors or pliers. Because the tips are smooth rather than sharp, the tool functions as a clamp instead of a cutter.
